I often wondered, out of idle curiousity, what it would do to spamming in this country if some of the spammers were found with their knees nailed to a coffee table and a note on their chest that said "This could be you, next."  (Something more draconian would be appropriate for virus writers.)  
Apparently, someone in Russia has had similar thoughts.
Follow-up: I just read Jason Scott's comments on people sent to prison for BBSing offenses and I think I may be being too harsh.  Although it's hard for me to feel as much sympathy for spammers and hackers as I might, nevertheless.
